The Office of Ethics and Compliance (OEC) integrates ethics with equity, diversity and inclusion, recognizing them as interdependent components of a strong organizational culture. An effective ethics and compliance program goes beyond mitigating compliance risks; it fosters an environment that values diversity and inclusion across all levels.
Training and Awareness Programs
Know the Code Compliance Training:
This monthly micro-learning initiative raises awareness of key compliance risks through diverse communication channels, including articles, posters, videos and emails. It is designed to respect employees' time, be completed in under 10 minutes and is scalable to various levels within the organization. Since its launch in September 2021, Know the Code has garnered over 4,000 views.
Cross Training Program:
OEC proactively educates managers and supervisors on administrative investigation guidelines, encouraging them to engage with OEC’s intake process and understand how to file major complaints.
Ethics & Compliance Ambassador (ECA) Program:
ECA liaisons extend the reach of ethics and compliance programs by disseminating key messages and enhancing compliance awareness at all levels. This initiative has doubled the views of Know the Code trainings and increased staff awareness of ethical expectations.
Accessibility Initiatives
Liaison for Committee for Persons with Disabilities:
OEC serves as the County liaison for the Board of Supervisors-appointed Committee for Persons with Disabilities to enhance accessibility awareness. In Fiscal Year 2022-2023, OEC focused on accessibility for its October awareness topic and issued its first annual report on accessibility enhancements, incorporating input from 25 departments on nearly 200 initiatives. The countywide ADA Title II coordinator also works with the community engagement team and County Communications Office to promote effective communication and create a condensed accessibility and language services guide.
Business Process Review:
OEC is updating training and policies to align with the Americans with Disabilities Act, including considerations for service animals, reasonable accommodations, web accessibility, and appeals procedures. A comprehensive Business Process Review aims to refine the complaint process, ensuring timely investigations and promoting a culture of inclusion and equity. This includes hiring a conflict resolution investigator to foster a more inclusive workplace.
By integrating these initiatives, OEC underscores its commitment to a compliant and inclusive organizational culture, reinforcing ethical standards and promoting diversity at all levels.
