San Diego County Capital Asset Leasing Corporation (SANCAL)
SANCAL was established to finance the acquisition of County buildings and equipment. It is a nonprofit corporation governed by a five-member Board of Directors, which is appointed by the Board of Supervisors. Board Members
Michel Anderson, Chair
A board member since 1986, Mr. Anderson is Principal at Michel Anderson & Associates, a business and land use consultant specializing in government relations, project management, entitlements and public affairs.
Jeff Kane, Vice-Chair
A board member since 2001, Mr. Kane is President of Continental Pacific Development Company, a commercial and residential real estate development firm that builds shopping centers, office buildings, hotels and multi-family residential communities.
John Todd, Secretary
A board member since 2011, Mr. Todd is involved with a number of public service commissions and community organizations based in Oceanside. Mr. Todd is a retired Colonel in the U.S. Marine Corps after 34 years of service.
Shirley Nakawatase, Treasurer
A board member since 2018, Ms. Nakawatase is a Certified Public Accountant and Partner at HNK CPAs. She is President of the Mar Vista Alumni Association, Vice Chair of the San Diego Imperial County Regional Center and Lt. Governor and Trainer for Kiwanis CalNevHA. Her background is in taxes and education as well as public accounting.
Rob Castetter, Director
Was the Assistant Treasurer for the SANCAL Board from 1985 to 2017 during his tenure as the Chief Investment Officer for the San Diego County Treasurer's Office. After he retired from the County, he became a board member from 2018 to 2023. He left the board to be a special assistant for the San Diego County Trasurer's Office from 2023 to 2025. He has been reappointed to the board as of August 2025..
