PASEO NORTE SENIOR AFFORDABLE HOUSING PROJECT DRAFT SUBSEQUENT MITIGATED NEGATIVE DECLARATION
The project consists of approximately 77,500 square foot two-story building with a maximum height of 35 feet with 100 affordable residential units for low-income seniors that would include 85 one-bedroom and 15 two-bedroom units and approximately 1,800 square foot senior center with an 890 square foot patio. An approximately 5,000 square foot single-story PACE Wellness Center with a maximum height of 20 feet would be located west of the residential building is proposed. A public park to be dedicated to the County of San Diego Department of Parks and Recreation would include a multipurpose trail, pickleball court, playground, and open space. Implementation of the project would require construction of utility services and relocation (or undergrounding) of utility lines. The project would provide 98 parking spaces. The project site is located within the unincorporated San Diego County in the Paseo Sub-Area of the Ramona Village Center, which is an area identified in the Ramona Community Plan. The project site is subject to the Village General Plan Regional Category and the Rural Commercial (C-4), Rural Lands (RL-20), and High Impact Industrial (I-3) General Plan Land Use Designations. The Zoning Regulations for the site are V4 General District, V2 Rural District, and V1 Natural District. Earthwork consists of approximately 500 cubic yards of cut, 5,500 cubic yards of fill. Access will be provided by two new driveways connecting to 12th Street and 13th Street.
The project site is located on Assessor’s Parcel Numbers 281-182-17 and 281-182-18 at the terminus of 12th Street, with the planning area noted below, within unincorporated San Diego County. The project site is located within the unincorporated San Diego County in the Paseo Sub-Area of the Ramona Village Center, which is an area identified in the Ramona Community Plan.
The Draft MND is being made available for a 53-day public review period commencing on December 14, 2023, and ending on February 5, 2024. Written comments on the proposed Subsequent Mitigated Negative Declaration must be received no later than February 5, 2024 at 4:00pm (a 53-day public review period).
