Retailers have the right to submit an appeal request for any of the following: 

• Tobacco Retail License Denial
• Administrative Citation
• Tobacco Retail License Suspension
• Civil Citation

Instructions on how to submit an appeal request, and who to submit an appeal request to, will be included in the notice sent by the County of San Diego’s Tobacco Retail Licensing Program. A copy of the Appeal Request Form is included in the notice sent by the Tobacco Retail Licensing Program. If you need to access to a blank version of the Appeal Request Form, click here.

As a reminder, the Appellant and/or legal representative must attend the appeal hearing.
