Alternatives to Incarceration Final Report - Community Listening Session & Comment Card

On April 24, the County's partner for the Alternatives to Incarceration project, the San Diego Association of Governments (SANDAG), publicly posted their Final Report and recommendations on the project.
Members of the public are encouraged to participate in our upcoming
virtual community listening session on May 4, leave comments on our
online community comment card, and/or provide public comment on the
report during the May 23 Board of Supervisors meeting.
Your feedback will inform the direction of the Alternatives to Incarceration project as it moves forward beyond May, and will help the County ensure that the ongoing project responds to the needs of the community.
Virtual Forum
The Public Safety Group is hosting a virtual community listening
session on May 4, 2023 at 5:30 p.m. SANDAG will present
highlights from its report and recommendations, and participants will

Final Report and Community Comment Card
SANDAG's Final Report contains new data on law enforcement contact before and during the COVID-19 pandemic, summarizes all research conducted over the course of the project with input from community stakeholders, and proposes a set of policy recommendations for the County's consideration at the end of the report. An Executive Summary to the report begins on page 2, and you can find the list of conclusions and recommendations starting on page 172.
In addition to hearing community feedback during the listening session on May 4, we have also launched a Community Comment Card to collect written feedback on the report. If you prefer to leave written comments, please do so on the form by 5:00 p.m. on Friday, May 12.
Background
In October 2021, the Board of Supervisors directed County staff to collaborate with justice and health partners, service providers, and community members, including people with lived experience in the justice system, to develop recommendations to safely reduce jail populations and promote alternatives to incarceration.
The County of San Diego has partnered with SANDAG to analyze incarceration trends; identify priority populations to focus on; analyze the needs, gaps, and barriers faced by justice-involved individuals when accessing needed services; outline best practices from other jurisdictions; solicit community input throughout the project; and develop a set of recommendations based on the data and feedback collected.
On May 23, SANDAG will present its Final Comprehensive Report to the Board of Supervisors. County staff on that date will present related recommendations to the Board of Supervisors for supportive services and County actions to prevent people from entering jail or re-entering jail.
