Dahvia Lynch serves as the Deputy Chief Administrative Officer for the Land Use & Environment Group.

She is a seasoned public sector executive with a deep commitment to building exceptional teams and creating communities where people thrive. With 25 years of leadership experience, she has dedicated her career to elevating public service through transparency, accountability, and inclusion. She believes that government, at its best, fosters trust by being responsive, people-centered, and solutions-driven.

A passionate and strategic servant leader, Dahvia is motivated by the opportunity to positively shape the experiences of those she serves—whether employees, elected officials, or community members. She takes pride in leading with empathy, engaging diverse perspectives, and creating environments where people feel valued and heard.

As the Deputy Chief Administrative Officer for the County of San Diego’s Land Use and Environment Group, Dahvia currently leads over 2,000 professionals with a roughly $700 million budget in advancing environmental sustainability, economic vibrancy, and housing opportunities. Her leadership also extends to Parks, Libraries, Agriculture, Weights and Measures, and Environmental Health—ensuring the County’s diverse communities have access to high-quality public services and programs that enhance their daily lives.

Previously, she served as the Director of Planning & Development Services for the County of San Diego and the Director of Development Services for the City of San Marcos. In these roles, she led community planning, innovative infill projects, collaborated with economic development leaders to streamline permitting, and oversaw more than $100 million in major infrastructure improvements. Her career has also included leadership roles at North County Transit District and more than a decade of progressively responsible positions at the County of San Diego.

Dahvia holds a Master’s degree in Urban Planning with an emphasis in Sustainability and a Bachelor’s degree in Planning, Public Policy, and Administration. She remains dedicated to strengthening public trust in government by leading with integrity, purpose, and a commitment to service over self.
