2024 Legislative Advocacy Program
Bill sponsorships
In 2024, we worked with state lawmakers to sponsor and pass bills that supported:
Healthcare access
- SB 1257 (Blakespear) establishes a Medi-Cal managed care advisory board
Drug education and harm reduction
- AB 2429 (Alvarez) supports fentanyl education and harm reduction efforts
- AB 2871 (Maienshein) supports county efforts to review drug fatalities
Wildfire protection
- SB 946 (McGuire) reduces tax liability for home wildfire protection
Bill positions
The Board of Supervisors took positions on 41 state bills and 26 federal bills.
These positions aligned with priority issues outlined in the Legislative Program, such as:
- Equity and justice
- Ensuring safe communities
- Climate change and the environment
- Behavioral health
State budget advocacy
Each year, we review the Governor's proposed state budget for potential impacts on the County. During the revision process, we make requests that support existing and future County programs and operations.
For the 2024-2025 Fiscal Year, the Board of Supervisors advocated for:
Behavioral health funding
SB 43, a bill from 2023, increased the number of people who qualify for conservatorship and/or mandatory treatment. We requested that the State provide enough funding to provide shelter and care for those people.
Maintaining public safety funding
The Governor’s draft budget would have cut grant funding the County uses to train probation officers and help people re-enter the community after incarceration.
Supporting CalWorks
We opposed cuts to CalWorks funding, including cuts to programs that provide housing and job support.
