Strategic Plan

The County of San Diego and partner organizations working to address veteran homelessness collaborated to create a framework, building from past success, to reach functional zero. Functional zero means veteran homelessness is rare, brief, and non-reoccuring. At functional zero, every unhoused veteran has the opportunity and support to gain permanent housing. Each working group identified under "Lines of Effort" on the graphic - made up of County employees and partner organizations - will do its part to achieve the ultimate goal of reaching functional zero.
