Ending Homelessness

Inclement Weather Program

People experiencing homelessness are at a higher risk of developing health issues like hypothermia, frostbite, heat stroke, and other health hazards, during periods of inclement weather, and can be life threatening, if exposed to the elements for a prolonged period. The Inclement Weather Program (IWP) was created to provide additional shelter services through hotel/motel vouchers, during periods of inclement weather.

When the County of San Diego’s Inclement Weather Program is activated, unsheltered individuals residing within the unincorporated area of the region can call 2-1-1 to be connected to the local provider of hotel/motel vouchers.

IMPORTANT NOTE: The hotel/motel vouchers are assigned on a first-come, first-served basis to clients, and as long as the vouchers are still available.
