DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM FOR FHWA AND FAA ASSISTED DEPARTMENT OF PUBLIC WORKS PROJECTS

Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) firms are strongly encouraged to participate in County of San Diego’s contract opportunities.  County projects funded in whole or in part with federal Department of Transportation (DOT) funding sources are subject to DBE requirements set forth in Title 49 of the Code of Federal Regulations (CFR), Part 26.  In those instances where the County receives federal funding from the DOT through the State of California Department of Transportation (Caltrans), the County is required to comply with Caltrans DBE Program requirements.  Similarly, when the County obtains funds for airport projects from the Federal Aviation Administration (FAA), FAA DBE Program requirements apply.

The County of San Diego, Department of Public Works (DPW), has signed Exhibit 9-A DBE Implementation Agreement for Local Agencies and is therefore a local agency participant under the Caltrans DBE Program.  The County submits an annual plan to Caltrans listing the measures the County will take to assist Caltrans in achieving its overall statewide DBE goal. The local agency plan is set forth in Exhibit 9-B Local Agency DBE Annual Submittal Form . In addition, the County has signed a DBE Program Policy Statement for FAA-Assisted Contracts and established a local agency FAA DBE Program as a local agency participant under the FAA DBE Program.

PUBLIC NOTICE

The County of San Diego hereby announces its proposed Disadvantaged Business Enterprise (DBE) participation goal of 17.2% for FAA-funded contracts/agreements. The proposed goal pertains to federal fiscal years 2023 through 2025.

A webinar will be held on November 14, 2024, from 1:00 p.m. to 2:00 p.m. for the purpose of consulting with stakeholders and to obtain information relevant to the goal-setting process. If you are interested in participating in the webinar, please contact Adolfo Cacho at Adolfo.cacho@sdcounty.ca.gov to receive the webinar information.

The methodology will be available for inspection at this link: Proposed Overall DBE Three-Year Goal Methodology and at the County Operations Center - 5510 Overland Avenue, Suite 307, San Diego, CA 92123, between 8:00 a.m. and 2:00 p.m . Monday and Tuesday for 30 days from the date of this publication.
