Homekey+ Behavioral Health Services Letter of Support Process

Homekey+ is a collaborative program between the California Department of Housing and Community Development (HCD) and the California Department of Veterans Affairs (CalVet) supported by $2.2 billion in funding from the passage of Proposition 1 that will expand on the success of Homekey to help support the development of permanent supportive housing for veterans and individuals at risk of or experiencing homelessness and with mental health or substance use challenges.

Homekey+ requires the use of Housing First, which is an evidenced-based model that quickly and successfully connects individuals and families experiencing homelessness to permanent housing without preconditions and barriers to entry or continued tenancy, such as sobriety, treatment or service participation requirements. With safe affordable housing, and supportive services to address Behavioral Health Challenges, our most vulnerable community members will have the foundation they need to thrive. Letters of Support for Homekey+

As required by the State in section 301(xi) of the Homekey+ Notice of Funding Availability, eligible entities applying for Homekey+ must obtain and submit a Letter of Support from their local County Behavioral Health Agency with their application.

Receipt of a Letter of Support from the San Diego County Behavioral Health Agency does not guarantee that the State will award grant funding for a project, nor does it constitute a commitment of funding or services from Behavioral Health Services.

Important Dates

  • November 24, 2024: Homekey+ applications opened
  • April 3, 2025 by 11:59 p.m. (PT): Gap financing project applications due
  • May 30, 2025 by 11:59 p.m. (PT): All other applications due

Request a Letter of Support

  1. To request a letter of support, entities must complete the following document:
  2. Submit your completed draft Letter of Support Template via email to BHSContactUs.HHSA@sdcounty.ca.gov no later than two weeks prior to the date needed.
    • Include “Homekey+” and the name of the entity in the subject line of the email.
      Example: “Homekey+ (Name of Entity)”.
  3. County staff may contact you with questions or more information. Ensure all contact information is provided in the email to avoid delays. If your request for a Letter of Support is approved, the contact(s) listed will receive the Letter via email.
