HIV Care and Services Resources
To enroll in Ryan White services, you will need to provide some documentation, listed below. If you don’t have the right documentation, don’t worry. Our providers can help you establish eligibility, and you can begin most services immediately, even if you don’t have all the documentation you need at first. Here is what you will need:
- Provide a document that shows you live in San Diego County, like a utility bill that has your name and address on it. You can also use a lease agreement or a bank statement.
- Provide documentation that your annual income is less than $75,300 (less than $6,275 monthly). You can use a bank statement, tax return, paystub, disability award letter, or other similar document.
- Provide a document that shows you are living with HIV, such as a diagnosis letter.
Internet Access & Virtual Services
To hellp clients access services they need online. the following assistance is available.
Purchase of Equipment
Ryan White funds can support purchase of essential equipment so that you can attend online appointments. This essential equipment includes wireless hotspots, computer video cameras, and low-cost smart phones or tablets. This assistance is available only to clients who don’t already have equipment. The total allowable cost for these items is $200, and no single item should cost more than $125, although exceptions can be granted.
Pre-Paid Internet Access
All providers of Ryan White Part A services can pay for Internet access for clients without access and without the financial means to obtain access. Providers can purchase:
- Pre-paid SIM cards (or equivalent) that provide Internet access, not to exceed $50 per month
- Pre-paid broadband Internet service, not to exceed $50 per month
Payments to Prevent Shut-Off
If you have fallen behind in your payment for Internet services, you can have your past-due amounts paid to prevent shut-off, up to $150 annually. Please note Ryan White funds cannot be used for any deposit that might be required to re-establish services. You can access this service through Medical or Non-Medical Case Management or Peer Navigation.
Ryan White medical care covers treatment of HIV and HIV-related conditions. It also covers HIV lab testing, most vaccines, doctor’s visits, and referrals to specialty providers. Ryan White does not cover hospitalization or ambulance services. It also does not cover the medical costs for conditions that are not related to HIV.
All Ryan White medical providers can enroll you in California’s AIDS Drug Assistance Program (ADAP). ADAP provides HIV medications and other necessary medications to you without cost.

Ryan White Emergency Financial Assistance (EFA) provides help paying for utilities, food, shelter, and a few other expenses.
Utilities: EFA can help pay gas, electric or water bills (up to $1,000 per year)
Food: EFA can provide up to 12 weeks of non-perishable grocery bags per year.
Shelter: EFA can help you pay your rent to avoid eviction. EFA can also provide short-term hotel stays of up to 6 weeks per year if you do not have any place else to live.
Case Management can help you manage your medical care. It can also help you enroll in other programs, including programs that are not funded by Ryan White. Everyone who receives Emergency Financial Assistance, Emergency Housing Assistance and Home-Delivered Meals must enroll in case management.
Case Management providers may also help you access Transportation and Home Health services.

PARS: The Partial Assistance Rental Subsidy will pay up to 40% of your rent for up to 48 months. In order to enroll in PARS, you will need to work with a case manager to develop a plan to find housing that is more affordable than your current living situation. In order to remain in PARS, you will need to follow through on your plan.
Move-In Assistance: If you are moving into a new rental unit, Move-In Assistance will pay up to the first two months’ rent.
Case Management providers above may assist you with Housing Assistance.
Home-delivered meals provides delivery of 21 meals per week for persons living with HIV who are not able to shop or prepare food for themselves. Home-delivered meals can be accessed through case management.

Transportation ensures that you can receive the care and support services you need. Unassisted Transportation provides mass-transit day passes for you to attend medical appointments and participate in other services. When receiving day passes, you should also receive two extra day passes to cover unexpected or emergency medical or other service visits.
If travel from your home to the nearest service provider will take more than one hour by mass transportation, most providers will instead arrange for a ride-sharing service to provide transportation.
For clients who have mobility concerns that cannot be addressed through mass transportation or ridesharing, Assisted Transportation provides access to ADA Para-Transit passes and certified medical transportation.

Legal Services provide legal representation, including issues related to public benefits, estate planning (advance health care directives, and durable powers of attorney), permanency planning, employment discrimination, debtor relief, confidentiality, insurance coverage, housing and other legal issues affecting individuals’ eligibility or ability to access HIV/AIDS services.

Hospice Care provides provide end-of-life care of persons who are in the terminal stage of an HIV-related illness and are not expected to live more than six months. Services are usually provided in the home, but they can also be provided in a non-acute care section of a hospital that has been designated and staffed to provide hospice services.
Hospice Services can be accessed through Case Management.
These services ensure that women, infants, children and youth living with HIV have access to medical care as well as other services that support successful medical outcomes, including case management, mental health services, and support groups. Childcare is also available to allow parents living with HIV to attend medical and other appointments.

Home and Community-Based Care Coordination : For clients who are homebound due to illness or injury, these services provide medical and support services to allow them to avoid hospitalization or entry into a skilled nursing facility or other institutional setting. These services provide access to medical treatments delivered in the home, as well as support services, such as mental health and in-home personal care services.
Home Health: For clients who are homebound due to illness, injury, or disability, these services provide intermittent comprehensive nursing services and personal care in the client’s home through a licensed agency. Services include skilled nursing care; physical, occupational therapy, and speech/language therapy; medical social work intervention; personal (home health aides) care; durable medical supplies and infusion therapy, including chemo therapies, other IV medications, and attendant services.
Case Management providers above may assist you with Home Health services.
Providers may charge a fee for Ryan White services, but there are some very important limits you need to know about.
- You CANNOT be denied a Ryan White service, even if you are not able to pay a fee.
- If your income is less than $1,063 per month, you CANNOT be assessed a fee for any Ryan White service.
- Even if your income is above $1,063 per month, there are limits to how much you can be charged in a single year by all Ryan White service providers combined:
If your monthly income is between $1,064 and $2,126 per month, the total fees you are charged in a single year cannot exceed 5% of your annual income.
If your monthly income is between $2,127 and $3,189, the total fees you are charged in a single year cannot exceed 7% of your annual income.
If your monthly income is $3,190 or more, the total fees you are charged in a single year cannot exceed 10% of your annual income.
You will need to keep track of all fees that you are charged for receiving Ryan White services. When you reach the annual maximum, please let your provider know and they will cease to collect fees for the remainder of the year.
