The Project includes a General Plan Amendment (PDS2014-GPA-14-005), a Zone Reclassification (PDS2014-REZ-14-004), a Tentative Map (PDS2014-TM-5590), and a Site Plan (PDS2014-STP-14-019).
The applicant proposes the development of a commercial shopping center project on an approximately 13 acre site that would include six new buildings totaling 76,100 square feet (sq. ft.), a gasoline station with car wash, and parking for 389 vehicles. The tentative map proposes to subdivide the site into eight lots. Lots 1 through 6 would contain the proposed commercial development. Lot 7 in the southern portion of the site would contain an open space easement for the Southern Riparian Forest habitat along Los Coches Creek and its associated wetland buffer. Lot 8 would accommodate a 60-foot wide irrevocable off of dedication for road purposes. A 20-foot wide trail easement including a 10-foot-wide trail is proposed along the southern edge of the developed portion of the site on Lots 7 and 8. 10-foot-wide pathways are also proposed within the right-of-way for Rios Canyon Road on the east side of the project site and Ridge Hill Road on the west side of the site.

General Plan Amendment, GPA 15-006
The General Plan Amendment associated with the Lake Jennings Marketplace Project proposes to change the Land Use Designation from Village Residential (VR‐15) to General Commercial (C‐1) to accommodate a 76,100 square foot commercial center. A residential project was previously approved by the Board of Supervisors on August 5, 2009, which changed the commercial portion to residential. The previous project is no longer feasible and the current proposal is a commercial only project. Therefore, the General Plan Amendment would change the Land Use Designation to C‐1. The Village Regional Category does not require a change and no other amendments to the General Plan or Community Plan are proposed.
