Community Planning/Sponsor Group Meetings
Starting in the spring of 2016, PDS staff will be attending community planning/sponsor group (CPG/CSG) meetings in the planning areas with PSRs. During these meetings, staff will provide existing and proposed PSR maps, constraint maps, and other information for CPG/CSG members and other attendees. Staff will share information on preliminary analysis and proposals for possible map alternatives for SEIR analysis. We'll look to facilitate a workshop process at each meeting, so that planning group members and other attendees can get involved and provide input on the process of developing alternatives.
When planning group meetings are scheduled, the agenda and any additional information will be posted on this page, so keep a bookmark for this page and check for updates if you'd like to get involved and attend meetings in your area.

Borrego Springs Community Sponsor Group
PSRs DS8 and
DS24 were reviewed at the April 7, 2016 meeting of the Borrego Springs
Community Sponsor Group (CSG). These agenda items included
presentations by County staff, public testimony, and the CSG voted on
recommendations for these PSRs located in Borrego Springs. The meeting
was held in the Community Room of Borrego Springs High School at 2281
Digueno Drive in Borrego Springs. The Community Room is connected to

At the April 7, 2016 meeting, the CSG passed a
recommendation of denial for the DS8 Analysis Area. For the DS24 vote,
there was one vacancy (at the time), one absence, and two recusals.
Therefore, even though the motion to recommend denial had three votes,
it did not constitute an official recommendation per Board Policy I-1.
An official recommendation of the CSG requires a majority of the
authorized membership (7 for the Borrego Springs CSG) voting for the
recommendation. DS24 will be on the agenda again at the March 1, 2018
meeting of the CSG. The meeting will be held at 5:00pm in the
Community Room of Borrego Springs High School at 2281 Diegueno Drive
in Borrego Springs. The Community Room is connected to the Gymnasium.

Fallbrook Community Planning Group

Subcommittee and full CPG meetings of January and February 2017, group
members provided input on potential EIR alternatives for the PSRs in
Valley Center. At their meeting on May 8, 2017, it is anticipated that
the CPG will provide final recommendations on the PSR Analysis Areas
in Valley Center, the Champagne Gardens Sub-Areas in Valley Center and
the proposed Community Plan policy revision. This meeting will start
at 7:00pm at the Valley Center Community Hall, 28246 Lilac Road in

Prior to the meeting of the full CPG, final recommendations will be
discussed at CPG’s Community Plan Subcommittee on Wednesday, April 26,
