Rugged Solar Major Use Permit Modification and Time Extension

The applicant, Rugged Solar LLC, is seeking an extension and modification to Major Use Permit PDS2017-MUP-12-007, which was approved by the Board of Supervisors on October 14, 2015. The Rugged Solar Project was one of four individual solar energy projects analyzed in the Soitec Solar Development Program EIR (PEIR), which was certified by the County Board of Supervisors on October 14, 2015. The 764-acre Rugged Solar project site is located north of Interstate 8, east of Ribbonwood Road and is bisected by McCain Valley Road, in the community of Boulevard, within unincorporated San Diego County. The applicant proposes to reduce the development footprint of the Approved Project site from 498 acres to approximately 391 acres. The Proposed Project would produce up to 74 megawatts (MW) of solar energy from single-axis photovoltaic (PV) trackers and would not utilize the concentrating photovoltaic (CPV) dual-axis technology as originally proposed for the Approved Project. Due to the Proposed Project’s change in technology from CPV dual-axis trackers to PV single-axis trackers, the height of the solar array would be reduced from approximately 30 feet to approximately seven feet, with a maximum panel height of 12 feet, under the Proposed Project. The Proposed Project would include a larger on-site collector substation that would increase the size of the substation from 6,000 square feet under the Approved Project to 26,000 square feet. Grading for the Proposed Project would increase from 28,410 cubic yards of balanced cut and fill to 75,000 cubic yards of balanced cut and fill. Upon completion, the Proposed Project would be remotely monitored.
