County of San Diego Independent Redistricting Commission Community Builder Tool
Every ten years, after the Federal census, district boundaries for federal, state, and local elected offices are redrawn, as necessary, to ensure substantially-equal population representation. This process of redistricting for the County of San Diego (COSD) supervisorial districts is the responsibility of the Independent Redistricting Commission (IRC).
These revisions to the current five supervisorial districts serve to reflect new population data as captured in the decennial Census, and to respect the needs of County communities of interest (COI) for fair representation within a given district.
In conformation with California Elections Code Section 21550-21553 and other applicable law, the IRC must encourage public participation through ready access by the public to redistricting data and computer software equivalent to what is available to the commission AND receipt of maps or testimony from the public in writing or electronically.
As such, the IRC's contracted Demographer has developed a Community Building Tool which allows the public to draw and submit draft maps describing their COI for consideration by the IRC during map drawing.
As of December 2, 2021, submission of COIs using the Community Builder Tool is closed.
