CAP Update: Equity Framework Workshop Series Kicks-Off

As part of the CAP Update, staff are working with a professor at the University of San Diego to develop an Equity Framework to help guide implementation of CAP measures and actions. Equity is a guiding principle of the CAP, and the Equity Framework will provide the County departments responsible for CAP implementation with a tool to help develop their programs, policies, or incentives to lead to more equitable outcomes.
To inform the development of the framework, a variety of community-based organizations were invited to a series of workshops.
The first workshop was held on August 11th at the Lakeside Library and included multiple discussions, a panel presentation, and a breakout session with small group discussions for each of the CAP emissions reduction sectors (water and wastewater, energy, solid waste, agriculture and conservation, and built environment and transportation) to talk about equitable implementation of CAP measures and actions. The invited attendees provided their unique perspectives as organizations that serve the unincorporated area and/or as organizations that focus on environmental justice issues.
The workshop also included a local artist who captured the information shared throughout the morning through a mural of drawings and paintings. Findings from the workshop will be grouped into high-level themes which will inform the Equity Framework.
Next steps include two additional workshops with attendees of the first workshop, to continue to collect input to ensure the Equity Framework is community-informed and co-created.
The Equity Framework will be an appendix to the CAP and will be available for public review in spring 2024.
