The Draft Environmental Impact Report (EIR) for the Project was previously circulated for public review from April 3, 2015 to May 22, 2015. Since the original public review period, recirculation of two portions of the Draft EIR was required. The County determined it was necessary to recirculate the Global Climate Change Section, Alternatives Chapter, and Appendices for public review. Comments regarding the Draft EIR circulated from April 3, 2015 to May 22, 2015 as well as this recirculated Draft Revised Global Climate Change Section, Draft Revised Project Alternatives Chapter, and recirculated Appendices are included in the Final EIR.

The project is a mixed-use development of an undevelopmed 1,869 acre site on the southern portion of an area within the 23,000 acre Otay Ranch and is identified as the Proctor Valley Parcel. The land uses proposed by the project include: 1,881 single-family residences on approximately 525 acres, an approximately 14 acre mixed use site that includes 57 multi-family residences and approximately 20,000 square feet of commercial use, approximately 28-acres of park land, an approximately 17 acre resort site with 200 guest rooms and up to 20,000 square feet of commercial office uses, an approximately 2 acre public safety site for a fire station, a 10 acre elementary school site, 144 acres of manufactured open space, 1,089 acres of preserve open space, and 39 acres for roadways.

The County of San Diego (County) is providing information regarding the updated mitigation measures for greenhouse gas impacts from the proposed Otay Ranch Resort Village (Village 13) project (proposed Project). The County is providing this information for a 30-day public disclosure period and requesting that the public and interested stakeholders review and provide comment on the carbon offset protocols to be used as mitigation of the proposed Project’s greenhouse gas impacts. Comments must be received by the County no later than September 18, 2020 at 4:00 p.m.

Recirculation Draft Environmental Impact Report
(Public Review Period April 11, 2019 to May 28, 2019)

Due to the additions and changes made to the Draft EIR, the County has decided to recirculate two revised portions of the Draft EIR for the proposed project. These two portions are the Project Alternatives Chapter 4.0 which introduces a new project-level alternative (Alternative H) and the Draft Revised Global Climate Change Section 2.10. Pursuant to CEQA Guidelines Section 15088.5(f)(2), reviewers should limit their comments to the revised Chapter 4.0, new Alternative H Appendices, Section 2.10 and associated climate change appendices below, of the recirculated EIR only.

For ease of review, the County has included the entirety of Section 2.10 and Appendix C-2 for the DEIR in a clean format (no strikeout/underline) because they wholly replace the previous Section 3.8 and Appendix C-2. The entirety of Chapter 4 is also provided in a clean format (no strikeout/underline). The Alternative H Technical Appendices and Planning Documents are also provided.

Comments on the recirculated Draft Revised EIR must be received no later than May 28, 2019 at 4:00 P.M. (45-day public review period). Please refer to the Readers Guide and Recirculation Findings below for further clarifications.
