Project-Based Vouchers (PBV)
The project-based component of the Housing Choice Voucher (HCV) Program allows rental assistance to be attached to a specific unit and/or project instead of to an eligible assisted family.
You may be eligible if you have income below 50% of the Area Median Income referenced in the HACSD website (www.sandiegocounty.gov/sdhcd/rental-assistance/income-limits-ami). At least 75% of those who use Section 8 Housing Choice Vouchers must be extremely low income, with income below 30% of the Area Median Income.
Assisted family can expect to pay approximately 30% of their adjusted monthly income toward rent while the PBV assistance covers the rest.
When there is funding available for Project-Based Voucher developments, we will advertise the request for applications on our website, in the news media and with our industry partner organizations using the NOFA process.
When we review these proposals, we will be looking for projects that contribute to the geographic distribution of affordable housing, promote deconcentration of poverty and further fair housing objectives and projects that have local community support.
- These projects may serve special needs populations and have corresponding supportive services.
- Rental assistance vouchers are distributed in limited numbers based on available funding.
- These projects may be owned by individuals, companies, nonprofits or the Housing Authority of the County of San Diego (HACSD).
HACSD Project-Based Voucher Developments
Pine View Apartments
The Pine View PBV development is located on Alturas Road in Fallbrook and consists of 101 units, 25 of which are assisted with project-based vouchers consisting of 10 one-bedroom units and 15 two-bedroom units. This PBV does not have a specified target population. Pine View offers two designated ADA Accessible parking spaces. Five separate units have been modified for accessibility features which include vinyl flooring, retrofit showers and wheelchair access.
There is one waiting list serving the Pine View and Vista Terrace PBV Developments. Applicants may designate an interest in one or both developments on the application.

Vista Terrace Apartments
The Vista Terrace PBV development is located on Postal Way in Vista. This accessible development serves persons who are disabled or receiving supporting services. Vista Terrace includes 35 PBVs of which 29 are two-bedroom units and 6 are three-bedroom units.
There is one waiting list serving Pine View and Vista Terrace. Applicants may designate an interest in one or both developments.

Schmale Family Senior Residence
The Schmale Family Senior Residence is located in Ramona and serves a target population meeting the “Senior” definition under California Civil Code 51.3. At least one member must be 62 years of age or older. Schmale Family Senior Residence will include 61 units of which 50 will be one-bedroom units and 11 will be two-bedroom units.
There are seven accessible units including 3 units access for hearing/visually impaired. There are six handicap parking spaces. Supportive services are offered.
One waiting list serves the Schmale Family Senior Residence.

The Grove PBV Waiting List
On March 4, 2020 at 7:30 AM the Housing Authority of the County of San Diego (HACSD) opened a new waiting list for a Project-Based Voucher development in the City of Vista, which requires all household members to be 62 years of age or older or meet the “Seniors” definition under California Civil Code 51.3. The Grove will include 24 Project-Based Vouchers; 20 one-bedroom units and 4 two-bedroom units.
The Grove will be located on Civic Center Drive, near S. Santa Fe Ave.
All applicants will be selected from HACSD’s waiting list in accordance to federal housing policies, must meet program criteria, and be screened by the property management for tenancy.

Villa de Vida Poway PBV
On February 26, 2020 at 7:30 AM the Housing Authority of the County of San Diego (HACSD) opened a new waiting list for a Project-Based Voucher development in the City of Poway designed to serve adults with developmental disabilities or persons with disabilities that would benefit from the services offered at the development. Villa de Vida Poway will include 53 Project-Based Vouchers; 50 one-bedroom units and 3 two-bedroom units.
All applicants will be selected from HACSD’s waiting list in accordance to federal housing policies, must meet program criteria, and be screened by the property management for tenancy. Persons with disabilities who would benefit from the services offered at the development may be eligible.
