Notice of Funding Availability – Federal Emergency Solutions Grant (ESG)
The County of San Diego Health and Human Services Agency, Housing and Community Development Services (HCDS) is announcing the funding availability (NOFA) of approximately $280,000 in Emergency Solutions Grant (ESG) funds from Housing and Urban Development. These funds are available to non-profit organizations and/or public entities sponsoring eligible projects within the Urban County, for activities that address homelessness. The Urban County is composed of the County unincorporated area and the participating cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
HCDS anticipates awarding one or more contracts through this solicitation, with a contract start date of July 1, 2025. Application submittals must be complete and in compliance with all the specified application requirements set forth in the NOFA solicitation documents.
Eligible program activities include:
- Rapid re-housing for homeless individuals and families,
- Emergency Shelter,
- Street Outreach,
- Homelessness prevention
- HMIS.

Draft 2025-29 Consolidated Plan & Fiscal Year 2025-26 Annual Plan Available for Comments
Notice is hereby given that the Board of Supervisors will hold a public hearing at 9:00 a.m. on March 11, 2025, in Room 310 at the County Administration Center, 1600 Pacific Highway, San Diego, CA regarding the Program Year 2025-29 Consolidated Plan and Fiscal Year 2025-26 Annual Plan.
As a recipient of U.S. Department of Housing and Urban Development (HUD) entitlement grant funding under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs, the County of San Diego (County) develops a five-year Consolidated Plan. The primary purpose of the Consolidated Plan is to:
- Identify priority housing and community development needs in the County’s jurisdiction through market analysis, community input, and stakeholder consultation, and;
- Strategically establish five-year goals that address priority community needs and potential federal, state, local, or private funding sources that could be leveraged with HUD entitlement funding.
The San Diego “Urban County” CDBG and ESG Programs fund housing, community development and public services and activities in the unincorporated area, as well as the six participating cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach. The San Diego County HOME Consortium Program provides funds for housing activities in the CDBG and ESG Program areas, as well as the six Consortium cities of Carlsbad, Encinitas, La Mesa, San Marcos, Santee, and Vista. The HOPWA program provides funding for housing and housing related services for persons living with HIV/AIDS and their families throughout the entire County of San Diego.
The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Consolidated Plan is developed from feedback gathered through in-person and virtual community input sessions, an online questionnaire, stakeholder consultations, and an analysis of community data indicators. Utilizing this feedback, the Consolidated Plan describes community needs, services to address those needs, and goals established to address unmet needs.
The Annual Plan includes specific projects identified for funding based on the anticipated funding allocations per program. The recommendations in the Annual Plan represent a wide range of services and projects that will support community revitalization and affordable housing for low-income residents and persons with special needs. The recommended funding aligns to the identified needs in the Consolidated Plan.
The public is invited to attend the public hearing to comment on the 2025-29 Consolidated Plan and FY 2025-26 Annual Plan (draft). The public may also provide comments in writing during the 30-day comment period ending March 11, 2025. Request for Statement of Qualifications - Homekey+ Partnership Program Opportunity
The County of San Diego Health and Human Services Agency, Housing and Community Development Services (HCDS) is announcing the Request for Statement of Qualification (RFSQ) for potential Homekey+ Program eligible partnership opportunities. The County is seeking qualified development partners to partner with and apply to the State of California Department of Housing and Community Development's (HCD) Homekey+ Program. The RFSQ will open Friday 01/31/2025 and close 02/14/25 (for Homekey+ gap financing developments) and 02/25/25 (other Homekey+ eligible developments).

Draft 2025-2026 Agency Plan Available Now.
The County is committed to creating safe and affordable housing solutions. Housing & Community Development Services manages the Housing Authority of the County of San Diego (HACSD), one of six regional housing authorities that administer the Section 8 Housing Choice Voucher Program and other housing programs funded by the U.S. Department of Housing and Urban Development (HUD). These programs help the most vulnerable populations find safe and affordable housing. This includes low-income families, seniors, homeless veterans, and people with disabilities. HACSD's jurisdiction includes 13 incorporated cities and the unincorporated areas of San Diego County.
HUD requires housing authorities like HACSD to create a Public Housing Agency Plan (Agency Plan). The Agency Plan consists of two separate documents, (1) a Five-Year Agency Plan and (2) an Annual Agency Plan. The Five-Year Agency Plan details our mission, vision, strategy and goals. The Annual Agency Plan details accomplishments and upcoming actions to better serve our community. Additionally, the Agency Plan includes updates to the Public Housing and HCV policy documents. Together, these plans show how HACSD will reach its goals and follow federal housing rules. They also explain the policies, programs, and strategies the HACSD will use to meet the community’s housing needs.
