Funding Opportunity: Emergency Solutions Grant (ESG) Available
The County of San Diego Health and Human Services Agency is excited to announce that approximately $300,000 in Emergency Solutions Grant (ESG) funds is now available from the Department of Housing and Urban Development. This federal program provides funding to support services aimed at preventing homelessness, rapidly rehousing individuals and families, and addressing the needs of those experiencing homelessness. These funds are intended to support organizations working on projects to address homelessness in the Urban County.
Who Can Apply? Eligible applicants include nonprofit organizations and public entities working on initiatives within the County’s unincorporated areas and the participating cities: Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
Funding Details: HCDS anticipates awarding one or more contracts through this competitive solicitation.
Eligible Program Activities:
- Rapid re-housing for individuals and families
- Emergency Shelter services
- Street Outreach efforts
- Homelessness Prevention initiatives
- Homeless Management Information System (HMIS) projects
Application Instructions: To participate, please ensure that your application is complete and meets all specified requirements outlined in the NOFA documents, which will be released on November 1, 2024.
Submission Deadline: All completed and signed NOFA application proposals must be submitted electronically via email by 3:00 PM on Friday, December 20, 2024.

Applications for the County of San Diego Housing and Community Development Services’ 2025-2026 Community Development Block Grant (CDBG) program are now open!

The CDBG program provides funding for a wide range of activities focused on community facilities and infrastructure development, affordable housing acquisition or preservation, neighborhood enhancement, and a limited range public services targeted at low- and moderate-income communities. Depending on the project, federal money may be available to improve your community.
Process: CDBG applications are accepted annually in the Fall. HCDS will accept application from September 30, 2024 through November 27, 2024. Applications must include a project within the program service areas of the unincorporated area, the City of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway and Solana Beach. Eligible applications will:
- Meet CDBG program eligibility requirements outlined in the application guide
- Align with the County’s proposed 5- Year Consolidated Plan Goals,
- Supports the County’s goal of advancing economic and racial equity by prioritizing the needs of vulnerable communities in the region.
Applications with eligible projects will be included in the 2025-2026 Annual Plan for the San Diego County Board of Supervisor’s consideration. Approved projects are awarded CDBG contracts and funding and monitoring requirements are further administered by the County for the fiscal year 2025-2026.
Eligible Applicants: All CDBG projects must be implemented by a public entity or tax-exempt non-profit organization. Applications submitted by nonprofit organizations must be submitted by an authorized representative, as authorized by the organization’s Board of Directors.
Private residents may submit a separate Resident Request Application. Please note “Resident Request” applications are not intended to be awarded to private residents for projects or services. Before submitting a Resident Request application make sure you select “Resident” for the question titled Application Type. Please consult with HCDS before submitting a "Resident Request" at Community.Development@sdcounty.ca.gov.
CDBG Application Virtual Sessions: We encourage all those interested in applying to attend our CDBG Virtual Sessions. HCDS will be hosting two virtual workshops where interested applicants can receive one-on-one technical assistance, guidance, and receive general information about the CDBG program and the application process. These sessions are available to non-profit organizations, County departments, participating CDBG city departments, and community members who want to learn more about funding a CDBG project idea. Draft 2025-29 Consolidated Plan Strategy Available Now
Notice is hereby given that the Board of Supervisors will hold a public hearing at 9:00 a.m. on October 22, 2024, in Room 310 at the County Administration Center, 1600 Pacific Highway, San Diego, CA regarding the Program Year 2025-29 Consolidated Plan Strategy.
As a recipient of U.S. Department of Housing and Urban Development (HUD) entitlement grant funding under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs, the County of San Diego (County) develops a five-year Consolidated Plan. The primary purpose of the Consolidated Plan is to:
- Identify priority housing and community development needs in the County’s jurisdiction through market analysis, community input, and stakeholder consultation, and;
- Strategically establish five-year goals that address priority community needs and potential federal, state, local, or private funding sources that could be leveraged with HUD entitlement funding.
The San Diego “Urban County” CDBG and ESG Programs fund housing, community development and public services and activities in the unincorporated area, as well as the six participating cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach. The San Diego County HOME Consortium Program provides funds for housing activities in the CDBG and ESG Program areas, as well as the six Consortium cities of Carlsbad, Encinitas, La Mesa, San Marcos, Santee, and Vista. The HOPWA program provides funding for housing and housing related services for persons living with HIV/AIDS and their families throughout the entire County of San Diego.
The 2025-29 Consolidated Plan Strategy proposes overarching 2025-29 Consolidated Plan goals. The Consolidated Plan goals set priorities that guide the use of HUD entitlement funding based on public feedback, stakeholder input, and community data indicators. The Strategy and proposed Consolidated Plan goals can be accessed electronically below.
The public is invited to attend the public hearing to comment on the 2025-29 Consolidated Plan Strategy. The public may also provide comments in writing during the 30-day comment period ending October 22, 2024. Those who are deaf or hard of hearing may contact the department at (866) 945-2207. New PBV Waiting Lists are Open!
Santa Fe Senior Village PBV Waiting List
Santa Fe Senior Village is a new affordable senior housing development in unincorporated Vista in northern San Diego County. Santa Fe Senior Village will provide permanent supportive housing for homeless or at-risk seniors ages 62 or older. The development consists of a single, two-story building served by two elevators, containing 54 fully furnished units including 51 studio units, 2 one-bedroom units and a manager's unit.
Santa Fe Senior Village will be located at 414 North Santa Fe Avenue, Vista, CA 92083, next to the Vista Transit Center Station and within walking distance of a grocery store, public park, medical clinic, public library, and restaurants. Onsite amenities will include a large community center, private offices, a community garden, and laundry facilities.
One waiting list serves the Santa Fe Seniors Village development. Prospective tenants will be screened by the property management.

Estrella PBV Waiting List
The Estrella development is part of a new affordable housing community offering apartment homes for low-income families in the City of San Marcos. Estrella development is located at 604 Richmar Ave, San Marcos, CA 92069. The development consists of four residential buildings with one, two, and three bedroom apartment homes and one community building. Estrella will have 24 PBV units.
Amenities for Estrella residents include a community building that houses a pool, barbeque area and bike parking, several tot lots located throughout the community, and laundry rooms in each building. The site is also within walking distance of grocery stores, a pharmacy, a public library, parks, and public transportation.
Supportive services are available to all 24 PBV units. Solari will be providing individualized services planning including but not limited to financial literacy, computer training, resume building, nutrition exercise, health information awareness and parenting. Services are to be available to all households, but voluntary participation. It is a non-smoking community.
One waiting list serves the Estrella PBV. Prospective tenants will be screened by the property management.

The Breezewood PBV Waiting List
The Breezewood development is in the City of Escondido at 1574 S. Escondido Boulevard, Escondido, CA 92025. It consists of 33 units. Of the 33 units, 23 are PBV units and will consist of 14 two-bedroom and 9 three-bedroom units.
Property amenities include a community room, kitchen, high speed internet, and onsite parking spaces.
One waiting list serves the Breezewood PBV. Prospective tenants will be screened by the property management.
