Historical copies of County of San Diego annual budgets are also available online, dating back to 1928. Beginning in 1975, the County began issuing two versions of the annual budget: a “line-item” budget designed for compliance with California State Controller format requirements, and a “program” budget containing more descriptive narratives and charts not included in the line-item version
