Assemly Bill 1482:
Assembly Bill 1482 went into effect on January 1, 2020. This law caps annual rent increases in California at 5% plus Consumer Price Index and requires landlords to have "just cause" in order to evict tenants. See more information on the California Rent Cap & Just Cause.
Rent Increase Process:
The Housing Authority of the County of San Diego (HACSD) will continue to determine whether or not the rent requested by the landlord for a Housing Choice Voucher rental assistance household is reasonable in accordance to federal housing policies. The HACSD will also continue to notify the landlord of whether or not the rent increase request can be approved. The rent increase requested must be in accordance with any rent increase provisions specified in the lease and the HUD tenancy addendum. The HACSD will not approve any rent increase requests that fail to conform with all State and local laws, or from owners whose contracts are in abatement for owner violations.
