Board Members

The Environmental Health Quality Advisory Board (EHQAB) is comprised of 17 professional, industry and community members appointed by the Board of Supervisors or Director of the Department of Environmental Health. EHQAB was established to advise and provide technical input to the Board of Supervisors, the Chief Administrative Officer and the Director of the Department of Environmental Health on major issues on environmental health, the development and implementation of programs and/or policies that address the environmental public health needs of San Diego County region, and proposed State and Federal legislation. EHQAB usually meets on the fourth Wednesday of the month at the County Operations Center from 8:30 – 10:00 AM.

Before you apply make sure you:

Read the Code of Ethics.  The Board of Supervisors adopted a Code of Ethics for all boards, commissions, committee, and advisory board members. Make sure you understand what is expected of you if you become a member. 

Check for vacancies. You can apply at any time but if there are no vacancies, be prepared to wait! If you are ready to serve now, make sure you apply if there is an opening!

Express your interest!  Each position has a  “nominating authority”  or a person that has the power to pick the nominee.  This is included in the BCC profile and is usually The Board of Supervisors.  It helps to contact their office and let them know you are applying.  Sometimes they ask for additional forms or information.   If you don’t know who your supervisor is, check out the  map here  or contact The  Registrar of Voters!

Scott Snyder

Scott Snyder, Chair

Water Quality/Liquid Waste Disposal, Seat 11

Mr. Snyder is the Owner and President of Snyder Geologic, Inc., an environmental consulting firm based in San Diego. Along with his experience in the day-to-day operations of his own company since 2011, he has been an environmental consultant since 1996 and in San Diego since 2001. Mr. Snyder is a California Professional Geologist and Certified Hydrogeologist and has interacted with staff at the County DEHQ for more than 20 years in his consulting business. As a result, he has a broad understanding of environmental issues in San Diego County.

For three years, Mr. Snyder served as the Chair of the DEHQ Site Assessment and Mitigation Fall Forum, a gathering of County staff and environmental professionals where the current status of the industry and regulatory environment was discussed.

He has been active in and donated time to many organizations throughout his professional career. He has served as President of the San Diego Environmental Professionals; Secretary, Vice President, and President of the San Diego Association of Geologists; Vice President, and President of the San Diego Chapter of the Penn State Alumni Association (SDCPSAA) and served on the scholarship selection committee for the SDCPSAA. He has worked as a Subject Matter Expert and has assisted the Board for Professional Engineers, Land Surveyors and Geologists with development of the California-specific Geologist and Certified Hydrogeologist Professional Examinations.

TRoy

Toby Roy, Vice Chair

Public Member, Seat 7

Toby Roy joined RCAC in 2020. She works on California managing rural water and wastewater projects funded by the Integrated Regional Water Management Program, and SAFER state grants.  She also provides technical assistance to help small water systems apply for grant funding for construction projects, prepare operations plans and develop technical, managerial and financial capacity.  Her projects include construction of water infrastructure, consolidation of multiple small water systems, and provision of water and sewer service to homeowners in rural communities. 

Before joining RCAC, Ms. Roy worked for 14 years for the California Department of Public Health, Drinking Water Program (currently State Water Resources Control Board) as a Sanitary Engineer in the San Bernardino and San Francisco Districts and as a District Engineer in the San Diego District. She conducted water system inspections, issued drinking water system permits, reviewed plans and specifications, provided technical assistance and facilitated grant funding. More recently, Ms. Roy worked for the San Diego County Water Authority for 13 years as a Water Resources Manager. During her time at the Water Authority, she managed programs in water conservation, integrated regional water management planning and grants, local resources development, facilities planning, environmental planning and regulatory policy.  

Ms. Roy is a registered civil engineer and licensed attorney in California.  She is a trained mediator and volunteers for the National Conflict Resolution Center doing small claims court and community mediations.

I'm Quinnton Austin, I am a talented hands-on chef with the drive to be the best and put my hands on everything I can. Leading to be the best example. I have been cooking for 20 years and an executive chef for 9 years, as well as opened restaurants, and was schooled at the Culinary Institute Of New Orleans. I have shined in my field by mixing my west coast techniques with a southern creole flair, I have done everything from opening restaurants from the ground up to re-opening Hospital cafe's. I do menu make overs, price and costing as well as training. I have great knowledge of labor costing and food cost, ordering and inventory as well as plate design. I'm highly motivated and determined I'm pushing to set myself at a higher stander. Culinary is my life and culture not just a job.

Zohir Chowdhury

Academia, Seat 17

Dr. Zohir Chowdhury joined SDSU in the Fall of 2007 as a Tenure-Track Assistant Professor in the Environmental Health (EH) Division in the School of Public Health. Dr. Chowdhury completed a Ph.D. in Atmospheric Chemistry from Georgia Institute of Technology in 2004. Prior to joining SDSU, he was a Postdoctoral Researcher and a Lecturer in the School of Public Health at UC Berkeley.

Dr. Chowdhury’s research interests are in Air Pollution focusing on particulate matter (PM)-both in urban and in rural regions as well as in indoor and in outdoor environments. Particulate matter air pollution has been of concern not only in the US but all over the world since it causes respiratory and cardiac problems, visibility reduction, and a documented effect on global warming. Dr. Chowdhury’s research seeks to characterize this particulate matter (PM) air pollution, develop instruments and methods to measure it, and understand its health effects. He is a member of the American Association of Aerosol Research, Air & Waste Management Association, and International Society of Exposure Analysis.

Mr. Cliff Hanna CSP CHMM, is a Senior Safety Engineer at General Atomics where he has been for over ten years, currently contributing in the energy and fusion research division.  He has worked in the field of environmental health and safety (EHS) for over thirty years, primarily in the Biotech and Research and Development industry sectors.  His previous positions include the Director of Corporate EHS with Amylin Pharmaceuticals, Inc., and EHS Senior Manager with Biosite Incorporated, and an EHS Senior Supervisor with Telios Pharmaceuticals, Inc.  Mr. Hanna’s principal areas of interest involve maintaining a sustainable environment combined with a balanced and high quality of life.

Kevin Sabellico

Public Member, Seat 6

Kevin Sabellico has a decade of experience in public affairs and government relations. He currently serves as Vice President of Amplify Campaigns, where he specializes in fundraising strategies, media relations, and targeted communications. Kevin attended local public high school Canyon Crest Academy and earned his bachelor’s degree in Political Science from UC Santa Barbara. He also holds an active substitute teaching credential.

Beginning when he was only 16 years old, Kevin started out as an intern in the California State Senate working for Sen. Richard Pan. He completed additional internships with San Diego County Supervisor Dave Roberts and the UC Office of the President. Kevin has been a trusted communications professional for elected officials at the federal, state, and local level, traveling across the country to Iowa, South Carolina, Ohio, and Florida to work on over a dozen political campaigns. He steered San Clemente Mayor Chris Duncan to victory, and then managed Catherine Blakespear’s trailblazing campaign for the State Senate.

Kevin has also served in numerous leadership positions, including President of the Canyon Crest Academy School Site Council, Vice Chair of the Carlsbad Planning Commission, Member of the Electoral College, and twice elected as a Delegate to the Democratic National Convention. In May 2024, Kevin was nominated by Supervisor Terra Lawson-Remer to serve on the County's Environmental Health and Quality Advisory Board.

Kevin is passionate about giving back to the community. He was an alter server at St. Elizabeth Seton Catholic Church for seven years and also coached the Science Olympiad Team at Solana Pacific Elementary. Kevin lives in San Diego with his partner and their pet Florida Kingsnake, Tallahassee.

Mike Vizzier graduated from the US Naval Academy in 1972. He spent 20 years in the Marine Corps and 20 in the County Department of Environmental Health in the Hazardous Materials Division. He has served on Statewide, binational and national committees related to this experience.

LaRosa Watson

Epidemiologist, Seat 13

LaRosa Watson is the Supervising Epidemiologist and Assistant Department Head of the Preventive Medicine Department at Naval Medical Center San Diego (NMCSD) where she employs her 25 years of public health experience.  She is a dedicated advocate for health education and access to preventive health care and is known for fostering collaboration between the military public health and the County of San Diego Health and Human Services.  LaRosa is an effective disease outbreak mitigator, a primary resource for infection prevention policy on the Infection Prevention and Control Committee, and the Water Quality Management Board in her military treatment facility.  She has been recognized by her facility and awarded both the Civilian Achievement Medal and the Civilian Medal of Accommodation. 

Her 10 years of active-duty military service, as a Preventive Medicine Technician, allowed her to develop technical proficiency and confidence in Environmental Health and Sanitation, where she learned to inspect food facilities, pools, day cares, and manage water ashore and afloat.  Conducting De-ratting Surveys for arriving ships in Okinawa, Japan, and providing Free Pratiques to arrive in foreign ports as the USS Boxer and the USS Fort McHenry sailed the Indian and Pacific Oceans.  She was an adept Quarantine Officer responsible for inspecting vehicles, equipment, personnel, weapons, artillery, and the like to help prevent agricultural infestations from foreign pests.  Her years of active-duty service were recognized with two Navy Achievement Medals, Overseas Service Medal, Sea Service Medal, and a National Defense Medal with a Star. 

LaRosa maintains an active vocational nursing license, graduated from Touro University with a Bachelor of Science in Healthcare Management, and currently sits on the Master of Public Health Board of Advisors for National University where she earned her MPH.  In January of 2024, she swore in as the Epidemiologist on the Environmental Health and Quality Advisory Board to the San Diego County Board of Supervisors. 

With all her military experience and professional accomplishments, and so much more on the horizon. LaRosa Watson takes immense pride in being the mother of Christian Jianna (16) and Kyla Janele (11).  She strives to show her beautiful, smart girls that you can go anywhere and accomplish anything, if you practice “stick-to-it-tive-ness,” also known as perseverance.
