Permanent Road Division Program
A Permanent Road Division Zone (PRD Zone) is a special district that provides property owners throughout the unincorporated areas of San Diego County a mechanism to pay for private road maintenance in a geographically defined area.
The County of San Diego Permanent Road Division Program is managed by the Department of Public Works and includes 68 PRD Zones that provide services for approximately 100 miles of road throughout the unincorporated region. Road maintenance services are funded primarily by property owner assessments or special taxes collected through the County tax rolls. PRD Zones are formed with the approval by a vote of the affected voters and the boundaries of the PRD Zones generally include properties fronting on or using the road(s).
Road maintenance improves the economic interest of local communities, protects residents’ investments in their properties, and enhances road safety by providing maintained access to homes and the community for daily vehicle trips and emergency egress during emergencies, such as wildfires.

Current or Upcoming County Actions
The Board of Supervisors will hear the request to set the rates for PRD Zones that levy an assessment or special tax for Fiscal Year 2024-25 on July 17, 2024. All rates will remain the same as Fiscal Year 2023-24 except for cost of living adjustments, as approved by voters, for PRD Zones 117, 133, 1017, and a property owner approved rate increase in PRD Zone 104.
Interested parties can view the Board documents and learn how to participate in the hearing at Board of Supervisors Meeting Agendas. Participation options include watching the hearing, submitting written comments (mailed or electronic), or speaking in person or telephonically .

April 11 - May 6, 2024: Balloting Results for Rate Increase
There are a total of 133 parcels in the PRD: 45% of all parcels submitted ballots (60 parcels), there were three late ballots that were received after the deadline (two were supportive of a rate increase and one was not).
Ballot Results weighted for EBUs:
- 65% supported a rate increase of some kind.
- 41% of returned ballots supported the increase to $85 (31 parcels)
- 24% of returned ballots supported the increase to $125 (18 parcels)
- 30% did NOT support a rate increase.
- 18% of returned ballots did not support an increase (5 parcels)
- 13% of returned ballots supported dissolution (3 parcels)

A public meeting has been scheduled for property owners at 6:30 P.M. on Tuesday, March 19, 2024, at the 4S Ranch Fire Station in the Training Room. The 4S Ranch Fire Station is located at 16930 Four Gee Road in 4S Ranch. County staff will present information on current road conditions and options for funding and service levels, including a rate increase, community solution, and dissolution. This meeting presented rate increase options to fund recommended road work. DPW staff and road committee members will be in attendance to answer questions.
The County is requesting feedback on the funding options presented so that staff can modify the funding options that will be included on upcoming property owner ballots, anticipated to be mailed to all property owners in PRD 104 on/by April 12, 2024. Ballots must be received by the County by 8:00 A.M. Monday, May 6, 2024 by email or mail.

2021 Ballot Results
The ballot measure passed with 61% of returned weighted ballots voting in favor of the increase. If the increase from $0 to $50 per benefit unit is confirmed by the Board of Supervisors on June 30, 2021, the benefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill. 2021 Ballot Results
The ballot measure passed with 54% of returned weighted ballots voting in favor of the increase. The rate increase from $25 to $100 per benefit unit was confirmed by the Board of Supervisors on June 30, 2021. The benefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill.

There are a total of 133 parcels in the PRD: 45% of all parcels submitted ballots (60 parcels), there were three late ballots that were received after the deadline (two were supportive of a rate increase and one was not).
Ballot Results weighted for EBUs:
- 65% supported a rate increase of some kind.
- 41% of returned ballots supported the increase to $85 (31 parcels)
- 24% of returned ballots supported the increase to $125 (18 parcels)
- 30% did NOT support a rate increase.
- 18% of returned ballots did not support an increase (5 parcels)
- 13% of returned ballots supported dissolution (3 parcels)

A public meeting has been scheduled for property owners at 6:30 P.M. on Tuesday, March 19, 2024, at the 4S Ranch Fire Station in the Training Room. The 4S Ranch Fire Station is located at 16930 Four Gee Road in 4S Ranch. County staff will present information on current road conditions and options for funding and service levels, including a rate increase, community solution, and dissolution. This meeting presented rate increase options to fund recommended road work. DPW staff and road committee members will be in attendance to answer questions.
The County is requesting feedback on the funding options presented so that staff can modify the funding options that will be included on upcoming property owner ballots, anticipated to be mailed to all property owners in PRD 104 on/by April 12, 2024. Ballots must be received by the County by 8:00 A.M. Monday, May 6, 2024 by email or mail.

Staff with the County of San Diego (County) scoped road work for Alta Loma Drive, with available funds, which is scheduled to be completed in Spring 2024. The available funds are sufficient to repair approximately 0.35 miles of the PRD 105 maintained section of Alta Loma Road (0.54 miles total). There is an opportunity for property owners to request a loan from the County’s PRD Loan Program to fund work on the remaining 0.19 miles of PRD 105 maintained road. Repairing the whole road length in 2024, if funds are available, is the best course of action to improve the road and maintain safe access for residents for daily trips and disaster egress. A rate increase is not needed to request or repay the loan.
A video explaining more about the proposed road work (with and without a loan) is linked below as well as a PDF of the presentation. The video includes information on PRD 105 and 105A, current road conditions, road work that is currently funded, additional road work that could be funded with a loan, and the process to approve, request, and repay the loan.
Ballots will be mailed to property owners in PRD 105 by October 27, 2023 and must be returned by 8 A.M. on November 20, 2023. PRD 1003 – Alamo Way (DISSOLVED)
PRD 1003 – Alamo Way
PRD 1003 has been dissolved. 1003 was a PRD Zone located in the East County community of Crest/Dehesa that was formed in 2008 to fund road improvements and maintenance for 0.28 miles of road and 1 drainage culvert. On October 11, 2023 the San Diego County Board of Supervisors voted to approve property owners’ request to dissolve PRD 1003. Property owners will no longer pay an assessment for road maintenance, and all road maintenance responsibility has returned to property owners.
DPW Evaluation of Alamo Way
The estimated repair costs for the road and culvert work is $163,000.
Road Condition:
Alamo Way is in poor condition with a Pavement Condition Index (PCI) of 49 and requires road resurfacing. Roads with a PCI between 25 and 50 are considered to be in poor condition. There is road surface distress and areas where the road edge is failing. The treatment for these areas is to remove and replace asphalt road edge and then fill and compact shoulders with decomposed granite (DG) or class II road base to mitigate road edge erosion.
Our engineering and preventative maintenance staff recommend that property owners consider a 2-inch mill and inlay (or overlay) road repair treatment that involves grinding out 2 inches of the road and repaving within 5 years. DPW staff do not recommend a pavement seal (slurry or chip seal) for Alamo Way at this time since the cracks and distressed areas will show through the seal in less than 1 year allowing water to continue to penetrate and damage the road.
If a 2-inch mill and inlay or a similar treatment is completed, the next maintenance cycle, depending on road deterioration and property owners’ preference for road condition, would be in in approximately 10 years and would consist of a pavement seal and some minor areas of asphalt repair. Depending on property owner preference this could be a slurry seal, chip seal, or other similar treatment.

Culvert
DPW staff recommend that culverts be inspected before each wet season (prior to October 31) to ensure that culvert inlets and outlets are clear of obstruction for unrestricted waterflow. Additionally, culverts should be inspected before and after any storm event. Culvert Condition:
The culvert is located at approximately 276 Alamo Way. We were unable to inspect the condition of your culvert in August 2023 due to pooling water on both inlet and outlet sides. DPW has not performed any repairs on the culvert and therefore, it is undetermined if the whole culvert pipe is encased in concrete. If the entire culvert pipe is not encased in concrete, it may need to be replaced within the next 5 years based on the metal pipe’s condition during the last inspection when staff were able to assess the culvert. If the entire culvert pipe is encased in concrete, it may not need to be replaced, but should be inspected to determine if any repairs are needed.
Guidance for Maintaining Roadside Vegetation
Overgrown vegetation and trees can create hazardous traffic conditions for vehicles, bicyclists, and pedestrians by restricting driver visibility, especially on narrow roads. Managing vegetation helps to enhance visibility for motorists, ensures clear sightlines for traffic signs, reduces roadside obstacles, and provides a usable area for motorists to pull over in case of emergencies. In addition, clearing of vegetation along roadways creates defensible space and allows for ingress and egress of emergency vehicles during fire events. In the interest of public safety, property owners are asked to examine their properties for potential hazards and follow the recommended guideline below.
- Trim vegetation growing within three to five feet of the road edge.
- Trim vegetation/trees that may extend into the road.
- Trim branches that may hang over the road; provide a minimum vertical clearance of 17 feet.
- In addition to maintaining safe site distance for driving, managing roadside vegetation helps keep storm drains and culverts clear and free of blockages and helps the road surface to dry which can slow road deterioration by lessening the amount of water getting into cracks and causing potholing and extensive cracking.
Dissolution
Road Condition and Funding Needed
DPW uses Pavement Condition Index (PCI) to evaluate road surface conditions with a numerical index between 0 and 100, with 100 being the best condition and roads a with a PCI below 50 are considered in poor condition.
In 2022 and 2023, Alamo Way is currently in poor condition, with an overall score of 49.0, additionally the drainage culvert for the road need to be replaced. The estimated repair costs for the road work and culvert replacement is $163,000 and PRD 1003’s annual revenue is $4,400.
The PRD zone lacked adequate funding at their current rate to complete the repair and a resurfacing treatment required to repair and maintain the road in good condition.
Property Owner Input
DPW staff met with property owners in public meetings in October 2022 and March 2023 to discuss road conditions and options for funding and service levels along with the dissolution process. Letters were mailed to property owners before and after each meeting, and information presented at the meetings was available online.
At the meetings, options to complete road maintenance with PRD funding or through community efforts, as well as dissolution were discussed.
Property Owner Balloting
After community outreach, ballots were mailed to property owners in April 2023 to determine their preference for funding and service levels. Sixty-five percent (65%) of all property owners returned ballots and 55% of all property owners supported dissolving PRD 1003.
In accordance with Board Policy J-16: Use of Permanent Road Division Zones for Maintenance of Local Roads, upon the receipt of a valid petition signed by 50% or more of all property owners, staff brought the property owners’ request for dissolution to the San Diego County Board of Supervisors for consideration.
The Board considered the dissolution at two hearings held on September 27 and October 11, 2023. Property owners were notified of the ballot results in May, and the dissolution hearings in a letter mailed on September 5th DPW has completed minor repairs with the remaining funds, including vegetation trimming and replacing signs.

A virtual property owner meeting was held on March 23, 2021, at 5:30p.m. to discuss the maintenance and funding needs for PRD 1015. Representatives from the County’s Department of Public Works presented information on current recommended road maintenance & revenues, service level & funding options (including a rate increase and dissolution of the PRD), and was available to answer questions. The meeting was held virtually through WebEx and the presentation is available above.
2021 Ballot Results
The ballot measure passed with 83% of returned weighted ballots voting in favor of an increase. Of the ballots marked in support of a rate increase, 75% supported the increase to $255 and 8% supposed the increase to $275 over 2 years. The rate increase from $135 to $255 per benefit unit was confirmed by the Board of Supervisors on June 30, 2021. The benefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill.
